Trump might be able to allow businesses to go to work without Federal sanctions, but he doesn't have the authority to force the country back to work.

It's one thing to reopen the economy. It's another for people to contribute to the economy. The reopening of the economy is only going to be as strong as the people will make it. Does he think just by reopening the economy that people will be spending money in droves? I don't see very many people risking their lives and the lives of their loved ones to do that. I don't foresee myself going to a tavern and sitting at a barstool until I know for sure it's safe to do so. And you can't force people to buy things.
