The legislative branch passes laws the president is required to carry out. McConnell has instead been blocking all action he can get away with from the very beginning. Think January!
In the beginning that was ALL action. Only as the death totals grew and millions were forced out of work did McConnell & Co. pass economic legislation that they tried to use as a channel to divert more of the nation's wealth UPWARD. They have continued to block all Democratic attempts to take real action to control the pandemic.
