She didn't blame the obviously witless mayor who had apparently spoken earlier?

She used numbers in a way that his correct and that most intelligent Germans could understand?

The way that pmurT is handling this, I'm thinking that every European country will consider closing borders to or imposing extremely strict visa requirements for Americans.

They are talking in calm, modulated tones. They both are using plain language to clearly explain what the plan is and why it needs to be that way. There is no puffery and grandstanding, there are no histrionics, no blame games, no whiney "it's not my fault!" They don't talk about themselves at all, just the facts and the plan to deal with the situation. It's disappointing when they finish speaking, because realization sets in that all of that is directed elsewhere. We're stuck listening to a spoiled brat with more issues than a library periodicals section, a moron who couldn't plan his way out of a paper bag.
