It's clear that this system of making states bid against each other for supplies and having nobody who can claim responsibility for the response to this pandemic is hurting our country.
So I propose that we collectively come together as a nation and 'decide'...
* A person who is going to be the point-person for the response to this pandemic
* A person who can negotiate with Congress which controls the purse strings and sees the best way to get supplies and personnel to the places they need to be
* A person who can take responsibility, a human face, that this is the person we need, and we need now
* A person who can focus on the present and the future instead of blaming people in the past
* A person who the country can at least listen to and consider what they say, they don't need to worship this person, they don't see them as royalty or a god-king... but someone out of other people who provides their opinion
* A person who realizes they aren't the smartest person in the world and so they can bring people with their own expertises in... ranging from law, to health, to defense, and more
To point out how serious this is, this should be someone not chosen on a whim and we might be stuck with this person for a while after we all come together and decide who this person is, I'm thinking between 3 to 5 years... maybe average it out.
We need this, some sort of 'decision' process to get the best possible leader, not just for COVID, but for other problems down the road as well.
Can we get this? Can we get our country to have some of 'resident' (No, that doesn't sound right)... or 'particular resident'?

An idea just crossed my mind, how about a United States Postal Service? It just might catch on.
