17. This is poignant because we know the context

... in other words we know why these people are angry, and we know what they are protesting.

However without that knowledge, the photo would be confusing because these people could be doing anything e.g. protesting at a Planned Parenthood clinic, or standing outside a Joe Biden rally or whatever. Knowing that it's about the Covid Quarantine - and these angry people believe it's un-American and un-Trumpian - is what gives this photo its power.
