8. For what it is worth

He is instigating rebellion against State Governments not the Federal Government. I am certainly not a lawyer, but it would seem that does not violate the Federal codes quoted. He can't be prosecuted in State courts while serving, so maybe he is smarter than we give him credit for. He is bulletproof and he knows it. To his benefit, he is scoring high with his Fascist following.

The only hope that we have is that such stupid statements will boomerang on him in Nov. (if we make it to Nov.)
