1. It is just test marketing.

Watch and see. If it doesn't, he will try something else.

I see this over and over again and people think he is being erratic. No, he is fumbling around and trying new things due to the circumstances and feeling around for the right ways to play it. However, right now that does seem to work to the advantage of his agenda, if they people he is pulling puppet strings on play along.

before the influx of deaths in a week and two. they are starting their second wave before the first has even peaked.

They want to do it now, before the end of the month like they had said, before the deaths come prolonging shut down.
