Democratic Senatorial Campaign Committee outraised its GOP counterpart

The Democratic Senatorial Campaign Committee outraised its GOP counterpart in March. The DSCC told Campaign Pro’s James Arkin it will report raising nearly $11 million last month, more than the National Republican Senatorial Committee’s $9.1 million. The NRSC ended March with more in cash on hand than the DSCC, however: $32.5 million to $24.9 million. (Monthly reports are due Monday.)

Of course good fundraising numbers mean we have the motivations (what's more motivated than to dump a lot of money into people). But historically, how often does the higher fundraiser win the election?
