His use of "inherently" means he wants to make it very clear that her "dumbness" is not a learned behavior, just in case some of his deep-thinking cultists may have such suspicions. Trump has no real written register. His language is pretty much entirely oral. Using older jargon, his code isn't every elaborated or explicit.

The government's definition of a small business includes operations with up to $7 million in revenue or 500 employees, depending on the industry. And there are countless exceptions, with revenue thresholds set as high as $35.5 million, and employee counts as high as 1,500. Under this definition the Trump Organization could qualify as a small business.
