testing sites still need swabs and mobile transport

Newsom spoke with trump and will get 100,000 swabs by week-end. 250,000 next week.

4. focusing more testing in under served sites... rural and urban

86 sites focused in Black and Brown communities and rural communities.

it's been done before e.g., with HIV. but now being asked to do it at a scale not seen before.
