3. Any commercial business opening now, should, at the very least,

collect data on what customers are visiting the premises of these open establishments. This will be needed for contact tracing if these people show up in the ER a couple of weeks down the road.

It will provide good experimental data on testing the efficacy of these open early proclamations.

If those businesses are deemed "safe to reopen" and they voluntarily (which I agree is the best plan) choose to remain closed, then they can lose access to any relief efforts necessitated by the mandated closing of the businesses.

I think that it is the motivation of many of these Red state governors who are getting ready to send people into possible harm. They want to shift the economic burden back onto the people.
