A question for those more knowledgable

Maybe another DUer more knowledgable can answer this, or perhaps phrase the question/argument more eloquently than I

In thinking about Governor Cuomo's statement about how NY contributes more $ into the federal pot than it takes out, in contrast to how Moscow Mitch's KY takes out more than it contributes, why can't NY just say "Y'know what? We have our own problems right now and if the Fed is going to be stingy about providing respirators and PPE from the federal stockpile, then fuck it, we're going to be stingy about our federal $ contributions this year and just not pay."?

What mechanism or entity actually forces the state of NY to kick in to the federal pot? What would be the consequences of not contributing? Arrests? Invasion? Why can't NY invoke some made up non-existent "executive privilege" the way the orange shitgibbon did and just refuse to contribute? They did say it was "their" stockpile. They did more or less say the states were on their own. Not complying with government norms works just fine for the orange shitgibbon, and the pukes let him get away with it. Why should blue states be any different then?

On that note regarding the feds seizing PPE that the states have procured for themselves, as they were told they would have to do. How does this keep happening? How are the feds just seizing shipments? Are they showing up with tanks and assault rifles to accomplish this like some military operation? Or is it just a couple of assholes in suits with pieces of paper? Why not have the state police arrest them on the spot. Make an example of them. There must be some ancient law(s) on the books regarding piracy that can be applied. Make the feds fight the state in court. Have the governor deploy the National Guard to secure the shipments. They have tanks and assault rifles.

Again, what's the orange shitgibbon gonna do? Tweet about it? Hold a press conference? How hard is it for a state like NY to turn off the federal $ contribution tap versus the consequences of that action? I imagine that would require the orange shitgibbon's administration to have things like knowledgable people to levy consequences which I assume to take time to implement anyway.

Just some musings on a lazy Sunday. But I would be very interested to hear the thoughts of DUers who are more knowledgable than me about the mechanics of such a proposal and the overall implications. Or maybe someone can improve on this first draft with a similar but less heavy handed approach?

Unless you are proposing that NY citizens refuse to pay their Federal taxes, this cannot work.

and the vast majority of other federal taxes and fees do not pass through the states hands on their way to the treasury.

When your employer withholds what you owe for federal taxes from your paycheck, that money does directly from their bank account to the federal government.
