NEW: Admin prepping for orderly transition in case Trump loses reelection. Setting up White House Transition Coordinating Council and timetable for agencies to name points of contact to assist with transition efforts and succession plans. Required by Presidential Transition Act.

Don't anybody tell him. He'll insist that they stop. Presidential Transition Act or not. This will piss him off to no end. What about his 16 years in office? What about the first two years that were stolen from him?
