Deliberate infection of children with Covid-19?

I can't say for sure but, I think I saw a guy trying to infect is kids with the virus.

I was in Lowe's to get potting soil for my covid garden and observed this guy with 3 kids,
approximately 3 to 5 years in a shopping cart. The kids had a blanket and toys in the cart
with them. He was normally attired, had an elaborate homemade mask that looked more
like what antifa wears. They were hanging out in the main isle between the garden center
and entrance. They were still there when I left and he was sitting in a display lawn chair
while his kids played. The kids were not masked or protected in any way.
