The obvious reason is that we missed the opportunity for containment. Without early knowledge, the thing was too far gone before we had any idea where it was.

But the less obvious reason is that the need for testing is proportional. When you have a hundred cases, then a thousand tests would be helpful. When you have a thousand cases, then you need tens of thousands of tests. And so on. The take away is that once you have millions of cases, then even the vastly increased capacity for testing still falls short. We have never gotten ahead of that curve.
