Suggest that if rules are somehow bent in New York to give Sanders a 'fair share' of delegates, as if he still had qualified for the ballot under state law and procedures, and ballots would be cast for a contest that has already, as a matter of fact, ceased, a decision by Mr. Jacobs giving Sanders a share of ten percent would be generous.
Mr. Biden has at present 115 delegates allotted him from Ohio, Sanders but 11. If recollection serves there are about ten left to divvy up.

I am not sure myself whether the fifteen percent threshold is applied statewide or district by district. For what it may be worth, reading last night through the delegate allotment procedures our Party employs made my head hurt and my eyes glaze. I leave it to better minds than mine to parse them out....

I've never dared to look at the actual rules of the game.
