Coronavirus in Iowa: State tells workers to return to jobs or lose their benefits
Iowa is warning furloughed workers that they will lose their unemployment benefits if they refuse to return when their employer calls them back to work.

Deputy director, Ryan West, says you won’t continue getting unemployment if you are called back to work. He says if your employer had to lay you off and they are calling you back, you should be able to go back to work.

West says if you do not go back to work, it will be considered a “voluntary quit,” and your unemployment will be suspended. There are some exceptions, including a diagnosis of COVID-19 that prevents you from working.

West says every case will be different and the individual issues will dictate what happens. But, he says if someone has a note from a doctor that says you should be out then that would allow you to stay home.

to make it? That is, it seems like a lot of the people I know, don't have access to unemployment checks or the like, because of a variety of reasons, gig worker, etc.

It's funny because these industries are going to find out that if they have manpower shortfalls, they're not going to be able to tempt people back to work, or hire new people, unless they sweeten the pot, that is, give them more money when they do work.

Of course this runs counter to what every business seems to run on, that workers will magically appear and take their low paying jobs (not all of businesses are this way, by the way, there are good businesses that care about their workers and won't open until they, the business, is sure that all will be safe). In places outside the city of STLMO, they've lifted the ban on businesses (so they can reopen), and a hell of a lot of them are not reopening. Smart.

9. Iowa as the test case -- Reynolds was just re-elected

Iowa can be the Republican test case for goevrnors doing this -- which is of course the whole strategy for Republican election plans.

1. Take the huge gamble that the economy bounces back because more people were asymptomatic carriers. If the economy bounces back and millions don't die. They win the elections.
2. If a bunch of workers die, they will blame it on the governor's who did not follow Trump's 3 step plan (of course he told these governors to ignore it). Trump hopes that down ballot and state races get slaughtered but that it will somehow not stick to him.
3. Reynolds is a perfect patsy for this since she has the longest time between now and when she needs to run again. Her loyalty will either be rewarded (see Terry Branstad) or this ends up as political suicide and she ends up on Fox News or living on her state pension for the rest of her life.

The bottom line --- this was the plan all along.

11. Not really a surprise. That's generally how it works

The comment at the end is useful. If a doctor says that you're unable to work, then you could be covered under other employment policies (e.g., sick leave... FMLA... short-term disability... whatever).

But the general rule is the same. You can qualify for unemployment compensation if your employer furloughs you in a closing, but once they reopen the business and call you back... you have to go back. Choosing not to go back is, of course, your choice - but that's quitting. And unemployment insurance doesn't cover you if you quit.
