Even if you have known cases, if you have a more authoritarian regime than we currently have (despite the orange one's wishes), you can be massively under-reporting.
Oh, in no sense do I think the U.S. is handling this well, and I am sure we do have a disproportionate number of cases due to how badly fucked up is our response.
I'm just saying this might not be a very accurate statistic to show that.
But Western Europe, with a population similar to the US, has twice as many deaths.

And created a for-profit private prison system, where there are financial incentives to maximize rather than minimize incarceration.
