To understand a lie you have to understand that they are often built by distorting a small grain of truth and twisting and manipulating it until you create the lie that can be repeated by your followers. To refute the lie when you hear it you must understand that small grain of truth within the lie and show the person how a molehill can be turned into a mountain by a skilled liar. I personally don’t want sites like Politifact and Snopes to just automatically label everything tRump says as 100% untrue; I want to know the story behind the lie.

Now, I haven’t done much homework on this “cupboards were bare” excuse tRump keeps rolling out, but I believe attempts by the Obama administration to refurbish medical supplies at a national level were severely curtailed by the tea party Repugs who insisted on balancing the budget, even at the cost of national security. Remember how they cut embassy security budgets and then blamed Hillary for Benghazi? Typical GOP MO: create a problem and then blame your opponent for it.

The point is, that POS has been in power for over 3 years and he’s still whining about Obama. What a loser.

Also, congress legislates, repeals legislation, and refuses to legislate.

Those are 2 hugely relevant truths.

Not just that, but that congress determined to both continue destroying our government institutions and mount unremitting scorched earth opposition, including suppression of wages and jobs, all through Obama's presidency, and they fulfilled both plans.

...for the first two years of his administration both houses of Congress were controlled by Republicans. He could have gotten it done with no opposition.

Even after Democrats took control of the house, the House wouldn't have had any trouble passing a replenishment bill unless Republicans tacked on poisoned pill amendments.

And surely Mich would have passed a version you could sign if you told him too, right, Mr. President? After all, who's in charge?

None of that was done. Any "bare"ness is your fault.
