That's why real leaders put safeguards in place and practice oversight of procurement and expenditures. Violators are treated harshly because their cheating the system means more people die.

In the Trump administration, however, the diversion of thousands dying was just the cover needed to get their snouts in the trough. Dr. Bright is smacking them with a rolled-up newspaper with his whistleblower complaint, and as sure as day follows night, the squeals and the howls you're about to hear from the administration will tell you which of the gluttons got hit.
