but he couldn't have gotten away with it without the consent of LEO. I think all of them should be subject to charges for civil rights violations. Someone should file a bar complaint about Barnhill. Whatever recall process they have should also begin.

If they mistook the jogger for another Black man, it seems to me certainty would be needed before confronting a person.

As was seen with Trayvon Martin, those laws allow a person to track a second person and unjustly confront that person. If an altercation ensue, the person that tracked and unjustly confronted the second person can kill the second person and declare that he or she feared for their safety and stood their ground. Those laws are a license for people that have racial animus to kill and get away with it.
