Truthfully, I don't believe that it would. People already think that Trump has done and is doing a horrible job and trust Dr. Fauci more than Trump. While Fauci seems to be somewhat muzzled, people aren't blind to reality and if they see bodies hitting the floor everywhere even when the WH and various state governments are parroting disparately smaller numbers, they'll know what's up. As for the second part, I have no idea whether that will work or not. People can be compelled back to work but how we're going to bring all of that manufacturing home from China or elsewhere seems like it's not going to happen overnight. And there's still that pesky issue of people still just not going out much even if everything is open if they don't feel safe.
