Cuomo on MSNBC: You must inform the people. They must understand what you mean by reopen.

He slammed states that reopened, ignoring CDC guidelines. He pretty much called them idiots.

He said the government fails when it does not inform the people. He was slamming Trump without saying his name.

He basically said what has been said by past presidents. If you inform the people, tell them the truth, tell them what you are doing and why. The people will listen and do the right thing.
