Did Obama call for an investigation of Trump and Flynn? Or were the investigations part of a independent non-partisan agency, back when the Department of Justice, the FBI and the CIA were independent non-partisan agencies?

at face value, then Obama was well within his rights as president to investigate anyone he wants. A president is above scrutiny and being indicted.

If Trump's request that Ukraine investigate Biden was legal, so is Obama's supposed investigation of Flynn.
