I saw a brief clip of this yesterday and instantly knew this was going to blow up in their face. I didnt even have the sound turned up but I said out loud Oh no. Please tell me this isnt cover for ignoring the Obama playbook. And then I laughed.
Today we learned that their plans specific to daycare and bars are 1 page Yes/No brainers that everyone already knows.
The New York Post has the video which is HILARIOUS. It looks like Trump and McEnany are either taking kids on a field trip or the worst tour guides ever.

REVEALED: Trump's pandemic 'plan' that press secretary waved at reporters was savaged in wargame report she was also holding - which warned of medical supply shortages, inadequate funding, and federal confusion just months before outbreak
https://www.dailymail.co.uk/news/article-8321681/Pandemic-plan-Donald-Trump-claims-actually-revealed.html
Trump claimed Thursday that he did have a playbook to battle the pandemic
He had press secretary Kayleigh McEnany carrying binders to prove his point
One was a January 2018 plan titled 'Pandemic Crisis Action Plan Ver. 2.0'
She also held after-action report from 2019 'Crimson Contagion' simulation
The wargame simulated a deadly influenza pandemic originating in China
Report found severe deficiencies in federal preparedness for an outbreak
Warned of confusion in federal response over agency responsibilities
Predicted shortfall of masks and ventilators due to inadequate supply chains
Bluntly stated there was 'insufficient funding' designated for a pandemic

(182,620 posts)Oooh a binder.
Me: oh no. Not a binder.
I noticed the Obama playbook was just clipped together.
See how ours is so shiny and professional?!?!?
Im not kidding. The visual alone told me everything I needed to know. It reminded me of the table covered with files that Trump used during the campaign to show how complicated his tax returns are. Or when he pulled the letter out of his jacket.

Read this document from October, see page 6 cover:

And this NYT article:
WASHINGTON The outbreak of the respiratory virus began in China and was quickly spread around the world by air travelers, who ran high fevers. In the United States, it was first detected in Chicago, and 47 days later, the World Health Organization declared a pandemic. By then it was too late: 110 million Americans were expected to become ill, leading to 7.7 million hospitalized and 586,000 dead.
That scenario, code-named Crimson Contagion and imagining an influenza pandemic, was simulated by the Trump administrations Department of Health and Human Services in a series of exercises that ran from last January to August.
The simulations sobering results contained in a draft report dated October 2019 that has not previously been reported drove home just how underfunded, underprepared and uncoordinated the federal government would be for a life-or-death battle with a virus for which no treatment existed.
The draft report, marked not to be disclosed, laid out in stark detail repeated cases of confusion in the exercise. Federal agencies jockeyed over who was in charge. State officials and hospitals struggled to figure out what kind of equipment was stockpiled or available. Cities and states went their own ways on school closings.

This doesn't help their case.

(11,637 posts)Drumpf has repeatedly blamed Obama for the empty shelves. Even assuming this ludicrous claim has any truth, we know that they did a simulation in October. Youd think they would have discovered the empty shelves then and acted. But nothing was done (and is still not being done).

(182,620 posts)I get the feeling this was Trump throwing a fit and wanting to see HIS PLAYBOOK. They grabbed what they must have thought was close enough and printed a new cover and put it in binders. I mean seriously. As if no one was going to follow up on that.
I dont know if Mitch flat out lying about the Obama playbook even existed spurred this on. I really cant imagine what they put out yesterday being even a week in the making. But then who the hell could have really imagined the whole Clustertrump being THIS BAD.

(10,775 posts)... but I'm willing to bet that the reason this is just now surfacing is that Trump & Co were 100% oblivious to it. Anyway, we'll have to see if the report concluded that we should just let the pandemic "wash over us" and "ride it like a cowboy."

Born and raised in Tampa, Florida, McEnany is the daughter of commercial roofing company owner Michael McEnany and Leanne McEnany.[3] McEnany was educated at the Academy of the Holy Names,[4] a Catholic preparatory school in Tampa. After leaving school, she majored in international politics at Georgetown University's School of Foreign Service in Washington, D.C.[5], during which she studied abroad at St Edmund Hall, Oxford.[6][7] While at Oxford, she was taught politics by future British Shadow Home Secretary, Nick Thomas-Symonds.[8][6] After graduating from Georgetown, McEnany spent three years as a producer on the Mike Huckabee Show.[5]
From there, McEnany enrolled at the University of Miami School of Law, before transferring to Harvard Law School.[2] Huckabee said that "one of the reasons [McEnany] went on to law school was because she didn't see she was going to have an on-air opportunity at Fox anytime soon."[2] At the Miami School of Law, McEnany was a recipient of the Bruce J. Winick Award for Excellence, a scholarship awarded to students in the top 1% of their class.[5] She graduated from Harvard in 2016.[2]

(82,849 posts)In "rebuttal" to Dr. Bright, Azar popped out to claim that everything Dr. Bright complained about had been addressed by the administration. What Azar conveniently left out was the fact that the administration started acting months late, and still wasn't putting together a coherent plan that people can use and depend on. The major sticking point for any plan, of course, is that it has to explain why even the simplest things weren't done sooner, or suggest uncomfortable questions about Trump's failures.

Caliman73
(11,725 posts)Here is my take:
What is in the plan is almost irrelevant. Trump and McEnany said they had something ready to go in AUGUST. Okay, they trashed President Obama's plan and had their own (yes, I know it is a lie).
Here is the thing though, let's grant them that they had a plan. YOU HAD A PLAN THAT ALLOWED THE VIRUS TO SPREAD TO 1.4 MILLION AMERICANS AND KILL OVER 85,000!
They own the shitty response. If they had a plan, was it to wait to do anything other than an ineffective travel restriction for over 6 weeks, HAVE NO PPE, NO Ventilators, and NO WORKING TEST? Was it in the playbook to play states against each other then have the Federal government STEAL supplies procured by the states you left hanging?
Like I said, let them tout their stupid "playbook", then the response is all theirs. Either the playbook sucks ass OR they completely failed in their response. Those are the only two options with a playbook. No more blaming others. "You had a playbook, what happened? Why are more than 85,000 people dead in 2 months with YOUR playbook?"
underpants
(182,620 posts)We had a plan.
It must have sucked.
No it was great. The best.
Why didnt you follow it?
We did.
THIS was the plan?
Yes. We have a binder too.
Your plan sucked.
It was Obamas fault.
Caliman73
(11,725 posts)To any logical person, it appears that he is hanging the response around his own neck with his "playbook" that he had all along, since August of last year.
He will definitely deny responsibility for any of the mess ups. That is just how he works. He has a perfect playbook, even though it has resulted in the most infections and the most deaths than any other country and lagging in testing. He is delusional.
ProfessorGAC
(64,852 posts)The terrible plan did nothing to prevent 20% market losses & 36 million people on unemployment.
Yep, it's not a very good plan.
Bad plan, worse execution.
Caliman73
(11,725 posts)I didn't even think to go to the economic effects. I was focusing mainly on the human costs (though losing your job and savings is also a human cost).
Bottom line is that if he wants to claim that he has a plan (or had one since August of last year), then he is admitting that he is responsible for the outcomes since then, for this country.
The media/press really need to start hammering him about this. Either he is responsible or he is not. If he had/has a plan, then what the hell happened? Did he lose 85,000 lives in 2 months by incompetence or through malice? Those are the choices. Did the plan fail? OR Did he fail the plan? Those are his choices for an answer.
85,000 in 2 months AND still counting, is not acceptable.
Again, if President Obama losing 12,100 people to H1N1 over the span of an ENTIRE YEAR, was a disaster to Trump, then what is losing more than 7 times that much in 1/6th the time period? How can he, with a straight face, compare those two sets of facts and view himself favorably?
ProfessorGAC
(64,852 posts)...is 42 times worse! 7x the deaths divided by 1/6th.
And counting!
The answer to your second question about viewing himself favorably is easy!
He's nuts!
Caliman73
(11,725 posts)Not aimed at you AT ALL ProfessorGAC. I have mad respect for you and your posts.
Of course Trump is nuts! Literally, he is clinically deviant and is a danger to others. He should be as we say in California 5150'd. That is the statue in our Welfare and Institutions Code for involuntary detention for psychiatric disabilities.
Trump and his followers would dance around the questions I posed, would come up with nonsensical answers, and would believe that the "owned" me. They are just that nuts.
