I've always understood that the Deep State is what the losing, disgruntled opposition party (namely Republicans) calls the wining party in power (the Democrats, naturally).

The Deep State then, is the power brokers in the current government administration who control the top agencies, the military, and one or both chambers of Congress. Thus, with their dirty fingers securely wrapped around the reins of almost unlimited power, these corrupt politicians can freely manipulate the government to undermine Constitutional rights and weaken the pillars of democracy.

This idiot son is essentially admitting that his daddy Trump's government is the much maligned Deep State. And they are indeed working very hard to make Trump look bad.
