When he's particularly toxic. This shot looks like he had the goggles on WAY too tight! in some others, the "bags" were lower (more typical for age), but were visibly blue through the TanningSpackle.

Hydroxychloroquine user here--depending on the dose you can get some brutal insomnia from the drug as it has a stimulant effect. I was on 400 mg daily when I first started taking it and was wide awake all night for that entire week.

And a lot of us healthy people have circles under our eyes that can be purple. Mine sometimes are. It tends to be a function of whether or not I'm short on sleep.
