She adopted the dog from a Cocker Spaniel rescue/foster agency.
They are real strict about placement etc. And they are strict about follow up.
It doesn't surprise me.
My MIL adopted a Yorkie-Poo from an agency. It was almost like adopting a human. They came out and did numerous interviews and home visits.
If she had just found the dog as a stray I don't know what would have happened.
There is is a good chance that she will never be able to adopt a dog from an agency again. She is marked..she won't be able to adopt from the Humane Society either.
