who works when and how bureaucracies report things.

It requires looking at no less than 8 days' worth of data, remembering the general contour, and thinking one's way towards understanding the data.

And it is "data manipulation" in the sense that all data are manipulated in their measuring, recording, and compilation. Unmanipulated data just sort of disperse throughout the universe in a very unkempt, chaotic manner.

Two young folks stopped by our house, not physically distanced enough from us because they had to show us their engagement ring. Come to find out they had been at a beach overrun with thousands of people.
