2. Procedures. The FBI has also been called in,

so there might be some jurisdictional wrangles. The mayor has called for them to be charged, so I think we'll see it pretty soon.

He'll probably be charged with manslaughter, but a reckless disregard for somebody's life should carry a more serious charge... AT LEAST second degree murder.

He Possibly could have been revived. Cops know CPR. They killed him deliberately and should go to prison.

They should start with a murder 1 and then go down to murder 2 if they have to.
Let him go to parole meetings for the rest of his life, that are so packed he will never get out.
