Fire Department report: As he lay in ambulance, George Floyd was unresponsive, without pulse

Minneapolis Star Tribune
By Liz Sawyer Star Tribune MAY 27, 2020 — 2:48PM

He was pronounced dead an hour after his encounter with police.

By the time Minneapolis Fire Department personnel checked on George Floyd in the back of an ambulance Monday evening, he lay unresponsive and without a pulse, according to an incident report.

The 46-year-old was pronounced dead less than an hour later at HCMC.

A 10-minute video broadcast live on Facebook captured Officer Derek Chauvin kneeling on Floyd’s neck while he was handcuffed and complaining he couldn’t breathe. Minutes later, Floyd went limp and appeared to lose consciousness. Hennepin County EMS then arrived on the scene.

Civilian footage catches an Hennepin EMS worker touching Floyd’s head as Chauvin remains on top of him. Paramedics and officers eventually flipped Floyd over, loaded him on a gurney and into the ambulance while he was still handcuffed.

According to the report, Fire Engine 17 arrived, without lights and sirens activated, just after the ambulance pulled away. The initial call started as a Code 2 to assist EMS on scene, not the more urgent Code 3, indicating a life-threatening situation. Preliminary information to firefighters said only that Floyd had “trauma to his mouth,” the report says. Average response times for a Code 2 are 21 minutes, nearly double that of a Code 3 call.

It's obvious on the video that we are watching a man murdered before your eyes. He just stops moving, he stops breathing. He's deceased right there in front of everyone, and the cop's knee is still on his neck.

Such indifference to another human beings life. Appalling I really hope that justice is served.

10. Yes, and why was the cop's hand in his pocket?

You are right, this was no struggle to subdue an unruly suspect. He was deriving pleasure from this action.

2. I understand why they should have called a code 3, but in this case I doubt it would have mattered.

I'm reasonably sure Mr. Floyd was dead before the cop removed his knee from his throat! The charge should be murder with intent!

of where this took place, so I doubt it took 21 minutes to get there. The real question is why they didn't call it a code 3 in the first place; also, the ambulance could have easily arrived at HCMC within 5 minutes after picking him up. It sounds like he might have already been dead at the scene, or too close to dead to be helped.

It’s disgusting. Prosecution and conviction for murder needs to happen.

So they acknowledged Floyd's initial comment about not feeling well or having problems before the tragedy unfolded. After Floyd told them, they handcuffed him and put him on the floor with an outdated technique that must have been abolished for a reason. They called for medical assistance and yet at no time did this murderer remove the knee from the victim, despite clear distress and the victim saying he cannot breathe. Even when the EMTs arrived, the start of the examination was still with the knee placed on the apparently dead body by that time.
This cop is a monster and I hope the prosecutors do their job.

11. Is this not the same thing as dead on the scene?

You know they do everything in their power to cover LEOs asses.
I don't envy EMS personnel the conflicts they must experience between what's right and what might make them the next casualty as they have to work with some of the worst offenders, at least some of the time.
