Isn't that an opinion?
It is not an opinion that I or many agree with.
But it is talking about what will happen. It is not lying or misleading about what has happened.

They should do so again.
They didn't directly argue with his tweet.

President of the United States is claiming something will happen a matter of fact or in due course when there is no factual basis to support that claim.
I think there is a difference between opinion and misleading people.
if he'd said "I'd worry that professionals could tell 'all of these people, many of whom have never even thought of voting before, how, and for whom, to vote'". That expresses a concern about what might happen - an opinion - not a misleading factual claim. Under the 1st amendment, they shouldn't flag it.
