However, he was caught off guard because the police moved in suddenly and shoot the tear gas too fast that he didn't have time to put it on.

cracking windshield, one looks like a big bullet hole but don't know if it pentrated. Even though the Foxies identified themselves, and there is a big Fox 9 News placard in the windshield. The Foxies feel it was deliberately sending them a message to not be in the way.
