If this no-plate-stop-flee maneuver is that incredibly baffling, and if ALL St. Paul Police are aware of it, common sense dictates that they’d quickly adopt a strategy to actually catch some of these alleged plate-switchers— one that wouldn’t involve weighing them down with lead, that is.

If they are pro instigators, the vehicles would have been stolen and the VIDs would have been filed down and they would have worn gloves and full cover clothing at all times.
