I'd be willing to bet Herr Miller told Trump that black people are afraid of dogs. If not Miller,

then it was another of his racist collaborators. Isn't that a racist stereotype going back to when slave catchers used dogs to hunt down runaway slaves?

As far as I know, they at least didn't used to have attack dogs at the White House.

When I saw that tweet, I actually grinned at the bald-facedness of his racism. Dogs and "weapons more powerful than I've ever seen" or some such shit.
