He advised the police to stop protecting peoples heads when they are handcuffed, being placed in a police car. Trump was talking code, like he always does. He was telling the police he had their backs, it was OK to use excessive force without directly saying it.

This would be another good political TV ad for the Lincoln project to use against Trump.
