through broken windows of an empty police guard gate (or some kind of building like that). He then lit the paper on fire and calmly walked away.

The video caught his face for a couple of seconds (he was dressed all in black, with a black mask, but you could see skin around the mouth and eyes of the mask)...he was a young white man. And by himself. Lighting fires.
I'm sure a lot of that is going on around the country.
