It all comes down to your acceptable standard of conduct and excellence. Many professions with high risk, life or death, set very high standards. Generally for organizations it is thought a higher quality level is more costly, but thats not necessarily true. There are ways to mitigate costs. My advice is for police to measure and evaluate all officers performance in terms of reacting in calm manner, temper, control.. Chauvin had 18 prior complaints. Threshold of 1, determine if this is a violent, rogue, racist cop. If all 18 he passes, something wrong with evaluation system.
