2. Yes, he would have. But Hitler was still more-or-less respectable for much of the 30s...

...certainly, before he assumed power. He wasn't regarded by many people as essentially different from Mussolini, and much less threatening than the Communists. The anti-Semitism was more-or-less an embarrassment, and something he and the Nazi movement would "outgrow". Lots and lots of people regarded Hitler as a bully and a boor, but the ultimate protector of their interests against the Reds. It wasn't until after Munich, and his obvious desire for a new war, that he became beyond the pale.
