Is that a feature since those two military choppers hit wires in broad daylight and burnt down a forested mountainside in the same area in two different years in San Diego?

One year there was some military helicopters doing something up around Julian, hit some kind of powerline and burned down the mountainside. Two years later a very similar event in nearly the same place. I know about it because the first time the fire burned an enclosure and half a pack of wolves, including pups, in the wolf sanctuary there. And the second fire came onto their property as well.
