Can the head of the joint chief of staff be tried for treason if he violates his oath to the Constitution by ordering federal troops to suppress protesters when the next admin takes over?

The chairman of the joint chiefs is appointed by the president but he's only an advisor to the Pentagon and the president, and he has no command authority. If he has no command authority how can he be responsible for the actions of other military commanders who answer to the Pentagon?
