Each state is in charge of its own elections. Would they even have jurisdiction? Maybe someone else can weigh in on this.

6. Get the remaining 15 states that require an excuse to vote absentee, or

add CV19 or modify interpretation of allowed excuses, and every USA voter can vote by mail.

Electorate can already vote absentee without an excuse in 29 states and DC. 5 states vote by mail anyway.
