Cohen said, "Liberty without law is a mess. Law without liberty is a menace."

He said the constitution does not talk about "order" but "liberty" along with "law," and the law was seen by the founders as above all preserving liberty, not "order".

Not to belabor this essential fact of US history, but our country was born in revolution, not suppression.
