The White House and some other high security government buildings have snipers on them 24/7. They are routinely deployed to large events such as the Super Bowl and college football games. They have been used in many cities during parades, such as the San Diego Pride Parade.

The Secret Service does its job regardless of the political party in power. As a life long resident of the DC area I have seen snipers on multiple buildings around the White House. This is SOP and should not not be conflated to anymore then that. .

As to who they would shoot, bad guys of course. With large crowds, if someone starts shooting, the only people who will have a clear shot are the snipers up on a vantage point above the crowd. Cops on the ground would have no shot when everyone inevitably scatters.

Oddly, given this particular report involves Secret Service and not military or local police, I tend to think they are less likely to make a mistake. I'm not quite sure why, but hopefully the point is moot if they never actually have to take a shot.
