I've been terminated from a job I had for a long time for having a "performance efficiency" of 98.5%

(Not the job I have now!)

I went to a staffing agency a long time ago and was told "Look at this gap in your resume, I'm not so sure we can have you with us", I was as nice about it as humanly possible, but that was when 1. I was in college and 2. I was denied from a lot of jobs during this time

I applied to a job that was about "housekeeping projects", housekeeping and setting up chairs and tables for projects, for three weeks I was told the managers were conferring with each other and was ultimately rejected because a "reference didn't check out"

In none of those jobs:
I had a gun
I was a first responder to life-or-death emergencies
I was supposed to fight crime
I was anything but some low-level worker

So what are all these "bad apples" doing? And who in God's name is vetting them compared to this?

Never missed a shift in 11 months and always came in when the manager needed me off schedule, but my urine was very important to corporate. Maybe I should have assaulted a customer.

... had been fired by a smaller police force... so why did a big city department hire him?

That's not the kind of thing you want lurking during a job hunt. It's not uncommon for the interviewee to ask questions after being turned down like "how can I be more competitive?" You could just ask details about the reference.

Of course it may have been a manufactured excuse. A three-week delay may have meant they were actually entertaining other candidates, or perhaps don't really even know what they want.
