Successful lawsuits against the "city" for police brutality are actually paid by collected taxes, ultimately paid by the people of the city.
Lets turn this around and watch how fast things change.
The new model for who pays the plaintiff:
A lawsuit against a police officer with a judgement against the city for hundreds of thousands or millions of dollars is now paid (either entirely or substantially) by the Police District Office of the accused officer(s), ALL of the officers assigned to that office, the precinct union and their new required precinct "insurance policy". The insurance policy is paid by the members of the particular district.
A number of outcomes are likely, for example,
some precincts will loose a lot of money; district members will begin to patrol their own "reckless" officers or put them into desk jobs; the insurance rates will sky-rocket to cover the monies awarded for repeat offences by officer(s) in that "district"; and some officers will want to transfer out of their precinct.
It may take some doing, but eventually a city board can make this happen.
