That would be a good first step.

I'd love to make DC and PR states. Two more blue states! Plus, you know, it's only fair because both of them have far more American citizens than Wyoming and Alaska.

Here's the procedure:
In most cases, the organized government of a territory made known the sentiment of its population in favor of statehood, usually by referendum. Congress then directed that government to organize a constitutional convention to write a state constitution. Upon acceptance of that constitution, by the people of the territory and then by Congress, Congress would adopt a joint resolution granting statehood and the President would issue a proclamation announcing that a new state has been added to the Union.

before Congress would take it up.

The citizens should be able to choose their own status, of course, but they are American citizens, and what happens to the ones who want to stay American citizens if there's independence? Will they still be American citizens?

Fortunately, there's not as complicated an issue with DC, which is designated "federal," but obviously has become much more than that, with hundreds of thousands of permanent residents who have citizenship but no representation in Congress.

It will be full employment for lawyers and legislators JUST to undo the unraveling of the social safety net and the enablement of an army of Trump appointed grifters.

First pack SCOTUS (Expand to at least 12 seats) and all the courts. Create new courts/districts, and shunt all of Mitch’s cram downed judges to traffic court forever.

New AG should destroy the memo saying a president can’t be indicted.

Next, initiate Nuremberg style tribunals for the crimes of Trump and his enablers, right down to the contractors who enabled the kids in cages atrocities. Resurrecting the Independent Counsel law may be necessary.

Next, tighten the Laws around the Emergency Declarations ACT, War Powers ACT, and the abuse of executive privilege.

THEN, Biden and Congress can tackle health care (the momentum will be in favour of universal single payer), income inequality, green new deal, immigration, infrastructure, etc. They will have to work quickly - they will really only have a year at most, because the new legislation/programs will need a year to prove themselves before the midterms.

Of course, as soon as President Biden lifts his hand off the bible, he should turn and sign a directive releasing Trump’s taxes and repealing all of his EO’s.
