Defunding is not being understood and is a poorly chosen term because it has caveats. It does not mean to imply total defunding, but it is easily interpreted that way.

Re-appropriating some funding is really the issue at hand. When you consider that, in many cases, the police have become sort of an all-in-one go to solution for many societal problems, taking some of their funding and putting it into new and specific agencies that address some of those problems without a punitive intent would be the essence of what is being called defunding.

We have defunded many programs and avoided infusing our communities with social services that would be helpful and mitigate several problems, (mental health issues for one) that have been literally abandoned and require more coordinated attention.
