No planning no laying a foundation or building a platform from which to expand his options.

If this specimen's sensory cilia on the right encounter an object he moves left, if it senses pressure it shifts away.

Simple stimulus/response - no more foresight or consideration than any other invertebrate filter feeding lower life form
