What is the value of the "Capitol Hill Autonomous Zone"?

It seems to be the equivalent of the Occupy Wall Street encampment, which tended to internalize the discussion of issues among people already in agreement.

It’s the government saying, “Go ahead. Protest. Exercise your Constitutional rights. As long as you’re not violent, we won’t intervene. We don’t want to escalate the situation.” I think this is a smart response.
